How to set up your Evil Scientist from spirit Halloween. Your parts list is as follows;

Base,

Support Poles (X4)

Torso Frame,

Arms,

Shoulder support,

Hip Hoop,

Shoes,

Head,

Hands with gloves,

Shirt,

Apron,

...and his adapter.

First, snap-lock the bottom support poles to the base. Note that the long part of the base is facing towards the front.

Place the shoes over the bottom support poles, then snap-lock the upper support poles to the bottom support poles.

Attach the hip hoop to the bottom of the torso frame. You'll do this by sliding the pins on the hip hoop into the pre-drilled holes.

Then snap-lock the torso onto the support poles.

Adjust the activation toggle switch and volume control to your liking.

If you plan on using a "try-me" button or step pad (which is sold separately), connect the cable from the "try-me" button or step pad to the jack on the module labeled "TRY ME".

Now would also be a good time to plug in his adapter.

Attach the shoulder support to the torso frame by sliding the pins into the pre-drilled holes on the top of the torso frame.

Then, carefully slide the shirt up and over the shoulder support and torso frame.

Connect the head to the body by inserting the pins into the pre-drilled holes located in the neck.

Connect the two sets of wire harnesses located in the shirt. Then, fasten the velcro on the side of the shirt.

Roll up the sleeves and attach both arms to the torso frame by inserting the pins into the pre-drilled holes.

Repeat this step for the hands. Be sure to stuff the sleeves inside of the gloves to hide any foam.

To attach the apron, velcro the two straps to the back of the neck.

Also, be sure to velcro the back of the apron to the back of the scientist.

Lastly, adjust the hair and clothing to your liking, and your setup is now complete!

If you have any questions or concerns please feel free to ask me in the comments.

Thank you, and Happy Haunting!

Top 15 Creepy Disney Urban Legends That Will Freak You Out #Part 2 - [Facts Wrack] - Duration: 8:31.

1. A Real Skull In The Pirates Of The Caribbean Ride. This ride marked the very beginning

of the entire genre theme park experience-based rides, and the level of Disney's hope to

provide a realistic experience verged into downright creepy territory. The entire project

of building this ride cost $15 million between wardrobe, animatronics, etc., which was an

astronomical amount of cash at the time. The ride was built in 1967 and was the very last

ride that was supervised by Disney himself. These real life human remains were taken from

the UCLA medical center and anatomy department because "imagineers" were not happy with

where fake bone technology was at in the late '60's. As the technology improved new

fake skeletons were placed where real human ones were. Imagineers insist that each of

the bones were returned to their homes for proper burials but we're wondering how they'd

even pull something like that off. As rumor has it there is still one human skull left

on the ride, right above the captain's head on his headboard.

2. Disneyland Sex Crimes. Back in 2014, people became aware that the Florida Disney park

had harbored quite a few workers that later turned out to be child sex offenders. A news

article came out that established 35 Disneyland employees had been arrested for sex crimes

involving children since 2006. It went further to identify that 32 of the 35 arrested had

also been convicted of crimes like intending to meet a 13-year-old-boy, sending nude photos

to a 13-year-old-boy and soliciting sex with a 14-year-old girl. These vile crimes are

bad enough by themselves but the fact that they were carried out by people who work,

sometimes masked, with children. This year, two years later, two Florida Seaworld employees

were arrested in an 18 man sex sting telling us that this could be a "Florida Man"

thing or it could be an issue with theme park background checks, which should all look into

illicit sexual history with children 3. Suicide On The It's a Small World Ride.

It was 1999 when the classic ride It's A Small World was inexplicably and very hastily

evacuated for an unspecified amount of time. As attendants wearing red overalls were ushering

people out of the ride a mom snapped a couple of photos so that she could finish off her

roll, remember in 1999 we used box cameras still. There were ambulances outside of the

ride and a police car blocking the main walkway which was an obvious confusion for guests

at the Magic Kingdom. The last photo of the reel that was taken before leaving the ride

was of the ceiling, probably just to finish off the roll quickly. What was seen after

the film was developed was shocking, it seems very clearly that a red overall wearing attendant

is hung, lifeless from the rafters in this NSFW photo. There has never been any proof

or contesting to this urban legend but the eerie picture kind of speaks for itself

4. The Death of Debbie Stone. Debbie Stone was born in Santa Ana, CA in 1956 and grew

up participating in athletics and making excellent grades. In the '70s she got a job with Disneyland

Parks to raise money for her education at Iowa State University and was worked as an

hostess on America Sings, which features automated stages that shift and move to display various

musical acts. Around 10:30 pm on June 28, 1974, a scream was heard as the final stage

shift of the night was taking place. A guest and fellow operators went to figure out the

origination of the shriek and found the body of Debbie Stone fatally crushed between the

stationary and rotating stage. Disneyland closed the ride for two days and kept the

stage where Stone was killed clear for a year. The ride remained operating until 1988 and

sensory lights were installed to inform an attendant or hostess if they're too close

to the stages as they moved. Many attendants that worked the ride in it's last years

spoke of haunted stages and phantom voices warning them to 'Be Careful.'

5. Disney Theme Park's Underground Tunnels. When Walt Disney created Disney World in Florida

in 1971, he built a very complex tunnel system underneath the park so that characters could

take their breaks without traumatizing young children. Disney had the idea when he watched

a cowboy walk through Tomorrowland to get to his post in Frontierland. The creator of

the park realized that this really took away from the park's mission and thought up the

Disney utilidor system of tunnels beneath the park. The tunnels cover up to 9 acres

with makeup rooms, dressing rooms and a cafeteria among other rooms. They also serve as a great

way to take out the trash without freaking out guests. The eerie reality is that every

time we're enjoying a Disney park there are characters with out heads riding golf

carts around right beneath our feet. There aren't any urban legends about what goes

on down there but we're sure we'd be surprised by some of the not so Disney activities

6. Suicides At Disney Paris. Just 20 miles east of the capital of France sits Disneyland

Paris which boasted 14.5 million in attendance in 2010 and almost an hour of wait times for

rides. These bright numbers reflected a great year for the Disney corporation but it wasn't

such a great year for the workers of Disney Paris. Two of the Disney Paris employees committed

suicide in 2010, which are not very good numbers for an employer. The first was Franck who

was a chef at Disneyland for a whole decade but had been on sabbatical due to illness.

The night before he was supposed to return to work the chef scratched his suicide note

on the wall in his native tongue which translated loosely to "I don't want to work for Mickey

anymore." Although all of the research led to Disney not being involved, Franck's father-in-law

stated that the chef was very depressed about staff cuts and the switch from fresh to frozen

foods. That same year another company chef committed suicide because of what was called

"humiliating" treatment on site at work. Many describe the basis for these deaths a

"cultural suicide" at the Eurodisney restaurants in a country where good food is close to God

7. Walt Disney's Mommy Issues. Ever notice that many of Walt Disney's films feature

a theme of motherless children? Snow White, Bambi, Pinocchio and even modern Disney cartoon

films like The Little Mermaid and Frozen feature characters that have tragically diseased or

just completely absent mothers. Many conspiracy theorists believe that Disney features these

characters because his own mother, who was killed in a tragic accident. Flora Disney

choked to death on carbon monoxide in a horrible accident with the furnace in the house that

Walt purchased for her. He was absolutely crushed by his mother's death, often described

as being inconsolable. Walt frequently visited his mother's grave and mourned her well

after her death, but these films were planned and their original stories written long before

the 1938 death of Flora Disney. This is actually a common theme in a lot of stories about teens

and children because it works as a catalyst in crafting a coming of age type of story

8. Nazi Painted Into A Mural At Disney World In Florida. In 1992 Walt Disney's Grand

Floridian Hotel commissioned a Great Gatsby-style painting for their lobby featuring characters

in commonly Florida-themed garb. The Disney corporation approved of the painting and it

still hang in the lobby today. Much controversy surrounds this painting because in the upper

quadrants of the wrap around porch we can see a soldier. This soldier looks very much

like a Nazi, which would play very well into a tongue in cheek approach to what wealth

looked like in the Gatsby period. A book came out in 1992 entitled Sabotage in the American

Workplace. In this book an artist referred to only as 'Harvey' says that he drew

this very painting. He added the 'stormtrooper' as a little one off to his company that was

forcing him to work for the Disney corp. The artist told his boss that the man was a security

guard and it went to the hotel where it was hung without a care

9. Walt Disney Froze Himself. We're pretty sure that everyone knows this urban legend,

Walt Disney was said to have cryogenically frozen himself so that he would never actually

die. The legend says that liquid nitrogen was used so that he could await the day that

a Necromancer could figure out how to reanimate people. This rumor was started after people

noticed there was a stark lack of information about Walt Disney's burial arrangements

and funeral. Many still say that this is a false statement but those records have never

been released which keeps this common Disney myth alive and well, even though there's

no basis for the story. This isn't the animator's only spin at playing God, he also has a very

strange and substantial property in his will that goes to the very first man to bear a

child. It seems that Walt Disney was very interested in the scientific anomalies that

could be accomplished, including being brought back from the dead

10. No Long Haired Men Allowed. When the park was started in the 1950's, none of the men

that were employed by Disney were allowed to have beards, mustaches or even long hair.

This was based on the common bias of the 50's and 60's that a beard implied a person was

a beatnik and hippy which 'obviously' meant that they were involved in 'un-American'

activities. In this time Disney had a philosophy that Disney park patrons preferred wholesome

attendants so they also applied the rule to guests. At one point, it even included women

in halter tops and the popular 1960's 'Beatles style' haircut. In 1964 Jim McGuinn, founder

of the Byrds and lover of the Beatles haircut, was turned away from the park. By the '70's

the guest restrictions had been pretty much lifted but the same rules applied to attendants

and characters. It wasn't until the year 2000 that Disneyland relaxed their rules for

park employees but only enough so that the men could sport tightly trimmed mustaches

11. Toy Story & The Shining. Strangely enough, parts of Stanley Kubrick's cult classic

horror film The Shining can be found throughout the Toy Story trilogy. The very first accidental

Shining Easter egg in Toy Story was in the scene where Buzz and Woody are trying to escape

from evil tween Sid's house. The carpet in the hallway outside of Sid's bedroom

is the exact same carpet from the hallways in the vintage horror classic. Another apparent

coincidence is the number 237 constantly showing up in the third volume of the Toy Story films.

This is the same room in The Shining where Jack Nicholson was making out with the hot

woman who turns into a rotting corpse. That number shows up on a garbage truck, a security

camera and on a computer chat Woody is having in the third movie. The only coincidence,

however, is the matching carpet in the first film. But this could be what drove director

Lee Unkrich to direct the third film and put in all the fun Shining Easter eggs

12. The Bell Hop That Haunts Platform D. Platform D at Disney's famous Tower of Terror is

apparently haunted by a former bellhop, or cast member, of the ride. The ride features

four platforms named Alpha, Beta, Charlie and Delta that feed into two shafts with the

monikers Echo and Foxtrot. As the story goes, while a bellhop was working Platform Delta,

he suddenly dropped dead. In every telling of the urban legend, the cause of death has

been unknown, adding even more mystery to this Disney ghost story. At the end of each

night, the cast members will ride through each platform to ensure that everything is

all good on the ride before closing. It seems that everyone who has worked this attraction

at Disneyland parks will ride Platforms A, B, and C together and then all get together

to ride Platform D. The reason all of these Disney cast members are so freaked out is

because it seems that the dead bellhop never left and many hauntings have occurred

13. Mr. Toad's Wild Ride Was A Bridge To Hell. As one of the darkest themed rides at

Disneyland Park in Anaheim, CA we're not surprised to see it on the list of creepy

Disney urban legends. This was the last ride left at the park that was there at the original

opening of the gates in 1955 and is based on the film The Wind in the Willows. In the

ride there is a scene featured that is meant to be a tongue in cheek scene styled after

Hell itself. When I was a little girl I actually cried for about half an hour after going on

the ride. Mr. Toad's Wild Ride was finally shut down in 1998 after tons of protests from

park goers. Even though his wild ride is no longer featured at the park, little parts

of Mr. Toad are still littered around the cartoon wonderland. His statue is located

in the pet cemetery at The Haunted Mansion and murals of the characters can still be

spotted at the end of what is now The Many Adventures of Winnie the Pooh

14. Mouse Suicide. The monicker "Suicide Mouse" is a "lost" nine minute Mickey

Mouse cartoon from the beginning days of the character, sometimes the video is called Mickey

Mouse in Hell. In the film the mouse is walking through a normal scene, first to eerie piano

music and then to white noise. The whole cartoon goes black until the six-minute mark when

Mickey begins walking again at the same pace with voices speaking in the background. As

the beloved cartoon mouse walks the music distorts into ghoulish voices and shrill screaming

as Mickey's face becomes just as distorted. Over the next 2-3 minutes the mouse's smile

becomes ghoulish, skinless and downright demonic. The last scene of the cartoon is the usual

smiling Mickey face with Russian text at the bottom of the page, this text has been translated

as "the sights of Hell brings its viewers back in." No one knows where this cartoon

originated or if it has been doctored, but finding it online is a fun way to really creep

ourselves out 15. The Lies of the Lemmings. Back in 1958,

Disney produced a live action nature adventure film entitled White Wilderness that won multiple

Academy Awards. Directed by James Algar and narrated by Winston Hibler, White Wilderness

was filmed over the course of three years. One of the most popular scenes in the film

was that of lemmings supposedly jumping to their deaths into the Arctic ocean in what

appears as a mass suicide. The creepy reality is that Disney played God in these popular

scenes of the production and none of it actually took place anywhere near the Arctic ocean.

It was said that this was actually a migration tactic and the lemmings were in fact just

trying to cross the river below. In fact, Disney shipped the lemmings from their natural

habitat into Calgary and the award winning scene is captured there. Even worse the lemmings

weren't choosing to jump, instead there was a paddle off camera designed to force

them off the cliff. To add insult to injury, these very same lemmings aren't even the

right breed to migrate; making this adventure film a complete fiction

Why do my lips tingle when I apply Lipsense - Duration: 5:13.

Hi Queens! Jen Jorgenson here I'm a proud Senegence distributor currently ranked

Maiden, and I'm the owner of Camera Ready Queens.

Today I wanted to talk about why

the heck your lips might sting or burn or tingle a little bit when you try Lipsense

on for the very first time. That can be a very concerning thing

especially if it's your first time ever using Lipsense, you might be "oh my gosh,

I don't want to try this product anymore it burns my lips." Don't fear.

Lipsense is made up of 40% of cosmetic grade alcohol, and there are several really good

reasons as to why that is -- and it's actually meant to be there for

your safety, and your protection. But when you trying Lipsense on for the very first time

and you do feel that sensation on your lips it can be a little intimidating or

a little scary and it might put you off of the products or a while.

If you trust me, and you stick with it it's actually gonna help out your lips a lot more in

the long run. I know people who have tried it and that just kind of turns

them off, that's fine if that's just not for you that's okay. Or if you have a

tingling or burning sensation that is not going away you actually might be

allergic to the product-- which is possible but I know it is pretty rare. If that's

you, that's okay, don't be ashamed about that. Your distributors should be able to

buy back all of your products, and if you have bought from me, and that happens to

you from me, please let me know I'll be sure to help you out and find you your refund there.

But the reason why 40% of Lipsense is made of cosmetic grade

alcohol is because it kills any bacteria germs or mold that might be growing in a

tube of lipstick. Fun fact that I learned not too long ago is that you should be

actually throwing out your lipstick or chapstick every three months.

Now if you were like me before I discovered Lipsense,

I would put a bunch of chapsticks or colors of lip glosses, whatever in my

winter coat and I would keep it there all summer long and put my I put my

winter coat back on during the winter and then put my hands in my pocket and

discover all these chap sticks and lipsticks that I've had since last year

and okay to put him right back on and I would lick my lips all that good stuff.

That's disgusting. And I did not realize how gross it was until recently.

So those chapsticks and colors and glosses that you keep in your pocket and

you use forever and ever, actually have a lot of really gross things in

there and can be very dangerous for you and for your health. Now I'm not

saying that's just to scare you to put you off of these other products, I'm

just being honest. I've learned this from a medical person who works a lot and she

actually met a gal that got staph infection from her lipstick -- which is

disgusting. So it's good to kind of rotate through all of your chap sticks

and lipsticks. But if you use Lipsense the good thing is is 40% of it is made

of cosmetic grade alcohol. So it's made there to kill all and any germs, bacteria

or mold that potentially can be growing in that. So once you pop that seal of

your Lipsense, that Lipsense is good for 3 years -- so has a shelf life of 3

years. If you have a Lipsense in in your drawer and you haven't open it yet that

shelf life, without popping it is up to 7 years, so you have a really a long

time to wear your Lipsense, and it's actually going to stay safe for you to

wear and to use. Usually when you put on your Lipsense that sting or burning or

tingling sensation should go away within a matter of seconds, and that should

evaporate really just really fast once those layers are starting to dry.

Again, you're gonna build them in layers so you might feel a tingle or burn especially

if you have like a cut lip or anything like that, but it will go away. I also met

a gal a few -- several months ago that were Lipsense for the very first time

and when she did she had a huge cut right in the middle of her lip and she

put on her Lipsense, obviously it stung or burned, just because it was an open cut.

But by the end of the day, her lips were actually sealed back together and she

had no issues. So that's just a huge testament to how incredible the product

is, it was cleaning out her lips as well as sealing it and protecting it and

healing it, which is absolutely amazing. So another great testament to the

product itself. So when you first are using Lipsense that you might feel a

tingle or a burn sensation, I think some people might blow it out portion a

little bit. Sometimes every once in a while I might feel it as well and I

continue to put it on but stick with it.

Also too, once you put your gloss on that sensation should go away.

Again if it doesn't you might be allergic the

product which is really unfortunate. Please tell your distributor that if

that is the case, we want to work with you in that situation. Especially if it's

me, I definitely want to work with you in that situation to find a solution for

that problem, but again it should go away pretty quickly. So it's made of 40%

alcohol it's for your safety it's for your health and it's for your protection.

I hope that helps clear the air a little bit about why it stings or burns

and again it should go away pretty quickly.

Thank you so much Queens, for your time. I hope you have a fantastic rest of your day.

And remember "From a Selfie to the Silver

Screen, Queens are always ready. Are you Camera Ready, Queen?"

bye

Every time that a

there is a bit of hurt

Every time that a

an employee decides to move on,

there is a bit of hurt

because

you, you haven't finished or I feel that

we haven't finished the training,

we haven't finished the education that goes

when you work for long time in a company

so the hurt is there. But then,

I'm an entrepreneur I also stop and look

with my team and see why this happened.

If it's because the employee has been with us

for three or four years and it's time for the person to move on

then yeah sad to see him or her go

but that's the challenge, that's the purpose, that's where they need to be.

If someone has been with us for a short time

then it's a bit more why

and generally they leave because the family calls them back

to their family to help in the family or they change city or

someone offers them an astronomic amount of money

and if they're just after the money, then it's really difficult

to keep someone happy anyway,

So do I get hurt? Yes I do.

Do I recover? Yes I do.

and every time we just discuss it within the team

and see what have we done right,

what have we done wrong,

why this happened?

and we try very hard to avoid people just leaving

for the sake of leaving.

Culture is the key.

We try hard to create a really really good culture.

We've got our culture values..

"This is simple, this is easy, this is fun"

We've got our different celebrations

birthdays, anniversary..

We have in the Phillippines... We have an outing

that we do every April or May which is absolutely fun.

In Fiji, We have Christmas events

we really celebrate and celebration is really big in our culture.

And also I must admit is Leadership.

I believe that you are powerful people

so you need to believe the same.

I feel personally that when I am a better leader

I can also help my leaders become better leaders so then

consequently they can then make sure

that their team are happy and perform and stay within the company.

So leadership is definitely very important. Leadership will allow

The good leadership will allow the team to grow

and stay within the company.

It's not all about work. It is also about having fun.

Consumer Financial Protection Bureau: 5 Fast Facts You Need to Know | CaCao TV - Duration: 14:49.

Consumer Financial Protection Bureau: 5 Fast Facts You Need to Know

WASHINGTON, DC - NOVEMBER 27: Supporters of the Consumer Financial Protection Bureau hold signs as they gather in front of the agency November 27, 2017 in Washington, DC.

President Trump has picked White House Budget Director Mick Mulvaney as the acting director after former director Richard Cordray stepped down and named his chief of staff Leandra English as acting director, setting up a possible court battle over who will lead the agency.

(Photo by Alex Wong/Getty Images). The little-known Consumer Financial Protection Bureau is at the center of a power struggle in the wake of Director Richard Cordray's retirement.

Upon his exit from the bureau, which came a year before the end of his term, Cordray designated his deputy director, Leandra English, as his successor according to the Dodd-Frank financial reforms that created the agency.

However, the Trump administration has also installed a temporary director, White House budget director Mick Mulvaney, citing the Federal Vacancies Reform Act of 1998.

English has filed a lawsuit seeking to block the action, and the case is currently under review in a federal circuit court. In the meantime, consumers are left wondering what the recently-created bureau does exactly, and how it protects them.

Here's what you need to know about the Consumer Financial Protection Bureau:. CFPB Was Created by the Dodd-Frank Reforms in the Wake of the 2008 Financial Crisis.

Richard Cordray (L) nominee for director of the Consumer Financial Protection Bureau, and Mary Jo White, nominee for chair of the U.S.

Securities and Exchange Commission, are sworn in before testifying at a confirmation hearing before the Senate Committee on Banking, Housing and Urban Affairs on March 12, 2013 in Washington, DC.

The Dodd-Frank financial reforms were passed in XXXX in the wake of the 2008 financial crisis. At the time, a number of large financial institutions were on the verge of collapse.

Lehman Brothers filed for bankruptcy in September 2008, and the following day the U.S. government announced an $85 billion bailout package to AIG.

On October 3, 2008, Congress passed the Emergency Economic Stabilization Act of 2008, authorizing the Department of Treasury to disperse up to $700 billion in emergency funds to the failing banks.

After the initial cash bailout, Congress began to examine the subprime lending practices that had led to the market collapse.

In June 2009, Obama sent a proposed version of a Wall Street reform bill meant to address the issues that led to the crisis by overhauling the regulatory system that governs it.

The Dodd-Frank Wall Street Reform and Consumer Protection Act—named for its sponsors in the House Reps.

Barney Frank and Chris Dodd—contained about 90 percent of the changes that Obama had recommended, according to the former president, including the creation of the Consumer Financial Protection Agency. Its Creation Was Conceived by & Largely Executed by Now-U.S.

US President Barack Obama (L) arrives to nominate former Ohio Attorney General Richard Cordray (R) to lead a consumer protection bureau, a central feature of a law overhauling the rules that govern the financial sector during an event in the Rose Garden of the White House in Washington, DC, July 18, 2011.

At the time of the financial crisis, now-U.S. Senator Elizabeth Warren was a professor at Harvard Law School specializing in bankruptcy law.

In 2008, Senate Majority Leader Harry Reid appointed Warren to an oversight committee charged with the implementation of the emergency bailout legislation. In that position, Warren was an advocate for the creation of a regulatory agency geared toward consumer protection.

After her vision was born in the form of the Consumer Protection Financial Bureau, President Obama appointed Warren as a special advisor to help oversee its creation.

Many expected the president to appoint Warren as the bureau's first director, but according to Politico, the two did not believe the Republican-majority Senate would confirm her. Instead, Obama appointed former Ohio Attorney General Richard Cordray in January 2012.

CFPB Enforces Federal Regulations, Campaigns for Consumer Rights and Education, & Has the Power to Force Financial Institutions to Pay Reparations to Consumers. According to the Consumer Financial Protection Bureau's website:.

Moving forward, CFPB will be the single, consumer-focused regulating authority, consolidating the existing authorities scattered throughout the Federal government under one roof.

And, the Bureau's oversight includes the large banks and credit unions that had historically been regulated by the Federal government, as well as independent and privately owned "non-bank financial institutions" that had never been regulated before.

This means that for the first time, the Federal government will be able to regulate the activities of independent payday lenders, private mortgage lenders and servicers, debt collectors, credit reporting agencies, and private student loan companies.

CFPB's jurisdiction is largely over the consumer side of the U.S. financial industry, including but not limited to payday lenders, debt collectors, banks, credit unions, and securities firms.

Since its inception, the CFPB has launched campaigns to simplify mortgage disclosure forms, student financial aid information packets, and credit card agreements to help consumers make more informed financial decisions.

The bureau enforces federal financial regulations in federal court or via administrative adjudication, helps protect whistleblowers, and also has the power to force financial institutions to pay reparations to consumers in cases of harmful business practices.

Republicans Disapprove of CFPB & Think Its Powers Are Broad and Overreaching.

WASHINGTON, DC – SEPTEMBER 08: White House Budget Director Mick Mulvaney speaks to members of the media after a House Republican Conference meeting September 8, 2017 at the Capitol in Washington, DC.

Since its inception, Republicans in Congress have long thought that the bureau has too much power over businesses, and a Washington appellate court ruled in October 2016that the agency was unconstitutionally structured due the autonomous power of its director.

The court dismissed a $109 million penalty that the CFPB levied against PHH Corp in 2014, ruling that CFPB administration did not have the power to throw out a three-year statute of limitations in order to impose the fine.

Circuit Court Judge Brett Kavanaugh wrote that the structure of the CFPB "poses a far greater risk of arbitrary decision making and abuse of power, and a far greater threat to individual liberty, than does a multi-member independent agency.".

"[T]he ruling makes a small, technical tweak to Dodd-Frank and does not question the legality of any other past, present, or future actions of the CFPB," said Elizabeth Warren after the decision.

CFPB remains in operation and is appealing the case, which is expected to go all the way up to the U.S.

"We are long overdue for new leadership at the CFPB, a rogue agency that has done more the hurt consumers than help them," said GOP Rep. Jeb Hensarling, chairman of the House Financial Services Committee.

"The extreme overregulation it imposes on our economy leads to higher costs and less access to financial products and services.". On November 3, CNBC reported that Trump held an Oval Office meeting in which he discussed the ramifications of firing Cordray.

According to sources, Trump and the officials in the room reached a consensus that such an action would make Cordray into a "martyr," and opted to let him continue in his post.

After Richard Cordray, CFPB's First Director, Stepped Down in November, a Power Struggle Has Erupted Over Who Will Take His Place.

Richard Cordray and Leandra English, left, and Mick Mulvaney. CFPB Director Richard Cordray announced his impending retirement in November 2017 amidst speculation that he was leaving his post a year earlier in order to run for governor of Ohio next year.

Upon his departure on Friday, November 24, Cordray named his deputy director, Leandra English, as his successor until a permanent replacement is found. However, President Trump begged to differ, tapping White House budget director Mick Mulvaney as interim head of the bureau.

On Sunday the 26th, English filed a lawsuit against Trump seeking an emergency injunction and alleging that the temporary appointment was illegal under the Dodd-Frank Act:.

The Dodd-Frank Act is clear on this point: It mandates that the Deputy Director "shall. serve as the acting Director in the absence or unavailability of the Director." 12 U.S.C.

By statute, she serves in that capacity until such time as the President appoints and the Senate confirms a new Director.

Disregarding this statutory language, President Trump issued a press release on the evening of November 24 indicating his desire to install defendant Mulvaney, the Director of the White House Office of Management and Budget, as the Bureau's Acting Director.

Under this scenario, Mr Mulvaney would seek to serve indefinitely as the interim head of a statutorily "independent" agency while simultaneously occupying his current White House post.

Additionally, English argues that, since Mulvaney would serve dual roles in the White House and at the bureau, his appointment is anathema to the design of the CFPB, which is mean to be an "independent agency.

Mulvaney, a former U.S. congressman from South Carolina, has gone on record panning the CFPB, calling it a "joke … in a sick, sad kind of way" and cosponsoring legislation that attempted to dismantle it.

"I am saying we want director Mulvaney to lead this agency, and that is a decision that the President is allowed to make and one that he has made and has legal authority to do so," said White House press secretary Sarah Sanders on Monday.

"Now that the CFPB's own General Counsel — who was hired under Richard Cordray — has notified the Bureau's leadership that she agrees with the Administration's and DOJ's reading of the law, there should be no question that Director Mulvaney is the Acting Director.

It is unfortunate that Mr Cordray decided to put his political ambition above the interests of consumers with this stunt," she added.

"Wall Street hates it like the devil hates holy water. And they're trying to put an end to it with Mr Mulvaney stepping into Cordray's spot," said Democratic Senator Dick Durbin.

"But the statute is specific, it's clear, and it says that the deputy shall take over.".

English and Mulvaney reportedly issued dueling introductory emails to staffers at the CFPB on Monday morning in which both signed off as acting director, according to CNN. Judge Timothy Kelly, a Trump-appointee, will preside over English's lawsuit.
