'Diversity Visa Lottery Program': 5 Fast Facts You Need to Know

Manhattan terror suspect Sayfullo Saipov, an Uzbek national who came to the United States in 2010, was allowed into the country under the "diversity visa lottery program," the president revealed on Twitter in a post excoriating the 1990s-era program.

After coming to the U.S.

from Uzbekistan, Saipov, 29, worked as a commercial truck and Uber driver, before he allegedly rammed a Home Depot rental truck into a crowd of mostly tourists on a bike path in lower Manhattan, killing at least eight people and injuring more.

Officials quickly labeled the truck ramming a "terror attack," in part because Saipov, who was most recently living in New Jersey, left a note near the truck in which he said he had done it all for ISIS.

This prompted President Donald Trump to renew his call for "extreme vetting" of immigrants, and to go off on the "diversity visa lottery program," which is administered by the U.

Trump said the program was "not nice, it's not good," and he was going to work with Congress to get rid of it, and he also criticized "chain migration," saying Saipov was the point of contact for 23 people "brought in with him.".

"The terrorist came into our country through what is called the 'Diversity Visa Lottery Program,' a Chuck Schumer beauty. I want merit based," Trump tweeted, adding, "We are fighting hard for Merit Based immigration, no more Democrat Lottery Systems.

We must get MUCH tougher (and smarter).". However, what exactly is the "Diversity Visa Lottery Program"? Is Trump right that Democratic Sen. Chuck Schumer, of New York, had anything to do with it?. Here's what you need to know:.

Sayfullo Saipov Was a 'Diversity Immigrant' Through a Program Created in 1990.

Sayfullo Saipov came to the U.  through the Diversity Immigrant Visa Program (which Trump shorthanded as the Diversity Visa Lottery Program), "a State Department program which offers a lottery for people from countries with few immigrants in America.

Within five years, he was on the radar of the feds. ABC News social media editor, Evan McMurry, tweeted, "NYC suspect was interviewed in 2015 by federal agents after being listed as point of contact for two men on counterterrorism list.".

President Trump tweeted that he was stepping up "extreme vetting" for migrants in the wake of the deadly attack.

"I have just ordered Homeland Security to step up our already Extreme Vetting Program. Being politically correct is fine, but not for this!" he wrote.

However, the Diversity Lottery Program drew his greatest ire. The program is technically called the Diversity Immigrant Visa Program. According to the U.S. State Department, "The Department of State administers the Congressionally-mandated Diversity Immigrant Visa Program annually.

Section 203(c) of the Immigration and Nationality Act (INA) provides for a class of immigrants known as 'diversity immigrants' from countries with historically low rates of immigration to the United States.

The Department of State "distributes diversity visas among six geographic regions, and no single country may receive more than seven percent of the available DVs in any one year," its handout on the program says.

The program was introduced by Chuck Schumer in 1990 and George H.W. Bush signed it into law. Saipov Led a Mobile Life After Coming to the U.S., Where He Was Allegedly Radicalized.

Governor Andrew Cuomo, of New York, said on November 1 that Saipov was "radicalized domestically," meaning that he came into contact with ISIS propaganda in the U. , not in Uzbekistan.

Details of the suspect's background were still unfolding, but it emerged that he was on the radar of federal authorities by 2015, although his own history consists of multiple minor traffic violations.

Saipov was carrying identification from Tampa, Florida, but he was recently living in New Jersey and also drove for Uber this summer.

In addition, he worked as a commercial truck driver. According to CBS News, the terror suspect is "Sayfullo Habibullaevic Saipov, apparently from Uzbekistan," a central Asian nation.

He is an Uzbek national who has been in the United States for seven years and who arrived legally, according to NBC and CNN. Online records show he worked as a commercial truck driver and had ties to Ohio as well.

 According to the New York Post, a friend described Saipov as a "friendly Uber driver.

" Although in the country since 2010, Saipov had contact with law enforcement in many states for minor traffic violations, and he had ties to Ohio, Pennsylvania, Missouri, New Jersey, Florida, and Maryland.

Five of those killed along the busy bicycle path were from Argentina.  They were togetheron a trip to New York City to celebrate the anniversary of their graduation and were on a bicycle tour.

It might have been even worse were it not for the heroics of a New York police officer, Ryan Nash, 28, who shot the suspect in the abdomen; witnesses say Saipov leapt from the truck with paintball and pellet guns while shouting "Allahu Akbar.

" Saipov survived and is recovering from his wounds.

The Diversity Lottery Program Is Poised to Accept 50,000 Immigrants in 2019 & They Are Chosen by Random Computer Drawing. The Diversity Immigrant Visa Program is supposed to accept 50,000 new diversity immigrants in 2019, according to the State Department.

"Applicants who are selected in the program ('selectees') must meet simple but strict eligibility requirements to qualify for a diversity visa," according to State. "The Department of State determine selectees through a randomized computer drawing.".

In 2019, natives of the following countries are not eligible to apply, because more than 50,000 natives of these countries immigrated to the United States in the previous five years, says State: Bangladesh, Brazil, Canada, China (mainland-born), Colombia, Dominican Republic, El Salvador, Haiti, India, Jamaica, Mexico, Nigeria, Pakistan, Peru, Philippines, South Korea, United Kingdom (except Northern Ireland) and its dependent territories, and Vietnam.

"Persons born in Hong Kong SAR, Macau SAR, and Taiwan are eligible," The State Department notes.

The applicants must have "at least a high school education or its equivalent, defined as successful completion of a 12-year course of formal elementary and secondary education" or "two years of work experience within the past five years in an occupation that requires at least two years of training or experience to perform.

" They also can't have a criminal history.

Homeland Security describes the program by saying "the Diversity Immigrant Visa Program (DV Program) makes up to 50,000 immigrant visas available annually, drawn from random selection among all entries to individuals who are from countries with low rates of immigration to the United States.

The DV Program is administered by the U.S. Department of State (DOS).".

Schumer Introduced the Bill That Created the Program With Some GOP Support but Top Republicans Were Already Seeking Its Repeal.

According to Fox News, it's true that Chuck Schumer was instrumental in creating the Diversity Immigrant Visa Program but that's just part of the story. At the time, it also had Republican support in some corners.

However, Republicans had recently tried to get it repealed before Saipov was arrested. "The program originated as part of a bill introduced in 1990 by Sen. Chuck Schumer, D-N.Y., then a member of the House," Fox reported.

"Schumer's measure to make a set number of visas available to "diversity immigrants" from certain countries was absorbed into a larger House immigration bill, which was sponsored by Schumer and 31 others, including several Republicans.

"The House legislation passed in a bipartisan – but contested – vote, 231-192, while the Senate version containing the 'diversity immigrants' part passed more easily, and went on to be signed by then-President George H.W. Bush in 1990," noted Fox.

Senator Tom Cotton, a Republican, had already introduced a bill to repeal the Diversity Immigrant Visa Program.

The bill was introduced in the U.S. Senate in February 2017, according to Congressional records, which says the bill "amends the Immigration and Nationality Act to eliminate the diversity immigrant visa category.

The fiscal year limit for refugee admissions is set at 50,000. The President shall annually enumerate the previous year's number of asylees.

The bill defines: (1) 'immediate relative' as the under-21 year old child or spouse of a U.S. citizen, and (2) 'family-sponsored immigrant' as the under-21 year old child or spouse of an alien lawfully admitted for permanent residence.

The worldwide fiscal year level for family-sponsored immigrants is reduced.

The bill establishes a nonimmigrant alien W-visa for the parent of an adult (at least 21 years old) U.S. citizen." Fox News reported that Cotton's RAISE Act bill "called for its elimination," referring to the diversity lottery program.

Trump Backed the Effort to Repeal the Program in August 2017 & Schumer Has Accused Trump of Politicizing the Manhattan Tragedy. GettyInvestigators inspect the suspect's truck following the terror attack in New York on October 31.

According to a press release from the White House dated August 2017, President Trump advocated in support of the Tom Cotton measure. Trump's opposition to the diversity program was part of his larger efforts to seek a merit-based immigration system.

"The RAISE Act eliminates the outdated Diversity Visa lottery system, which serves questionable economic and humanitarian interests," the White House press release wrote at the time.

The release quoted Trump as saying, "As we speak, we are working with two wonderful Senators, Tom Cotton and David Perdue, to create a new immigration system for America. Instead of today's low-skill system, just a terrible system where anybody comes in.".

In response to Trump's November 1 criticism after the Manhattan terror attack, Schumer released a statement on Twitter that read, "I have always believed and continue to believe that immigration is good for America.

President Trump, instead of politicizing and dividing America, which he always seems to do at times of national tragedy, should be focusing on the real solution – anti-terrorism funding – which he proposed cutting in his most recent budget.".

Investigators work around the wreckage of a Home Depot pickup truck, a day after it was used in a terror attack, in New York on November 1, 2017.

Authorities say the man who killed eight people when he drove a rental truck along a bike path lived quietly with his wife and three kids in New Jersey.

It has been widely reported that Sayfullo Saipov, a native of Uzbekistan, came to the U.S. in 2010 as part of the Diversity Immigrant Lottery and held a green card.

Since moving to the U. , Saipov had lived in Stow, Ohio, just outside of Cleveland, and Tampa, Florida.

At the time of the truck ramming attack, Saipov was living in Paterson, New Jersey, with his wife Nozima Odilova and their three children. He had been working as an Uber driver.

In total, eight people were killed and 11 others were injured when the suspect drove a flatbed truck on to a cycle path along West Street in Manhattan on Halloween. Here's what you need to know:.

Odilova Has Denied Knowledge of the Attack.

NBC News' Tom Winter reports that Odilova is co-operating with investigators. She has denied any knowledge of the attack. Deputy Commissioner of Intelligence & Counter-terrorism John Miller told the media that authorities believe Saipov had been planning the attack for weeks.

Miller also said that it's thought Saipov performed "dry-runs" of the attack plan. Saipov was not under investigation by the NYPD or the FBI for his activities.

 ABC Newsreports that Saipov was questioned in 2015 after he was listed as a point of contact for two people who were being tracked by agents.

New York Governor Andrew Cuomo said, "The new terrorist tactics, which they have called for publicly, are lone wolves that can make an act of terror.".

Saipov did not have a criminal record but had two traffic stops in 2012 and 2015, reports NJ. com.

The Couple Was Married When Odilova Was 19 Years Old. Both Saipov and Odilova come from the capital of Uzbekistan, Tashkent. She is six years younger than Saipov, reports NJ.com. The 2014 U.S. Census said that there were around 100,000, Uzbeki born people living in America.

After Saipov came to America in 2010 he stayed with a friend, Dilnoza Abdusamatova, in a Cincinnati suburb.

Abdusamatova told the Cincinnati Enquirer, "He always used to work. He wouldn't go to parties or anything. He only used to come home and rest and leave and go back to work.".

The newspaper goes on to report that Saipov got a marriage certificate in Summit County, Ohio, in 2013. The couple married in the area on April 12, 2013, three days before the Boston Marathon Bombing. .

According to Newsday, Odilova was 19 years old at the time of their nuptials. Officers Have Been Seen Taking Trash Bags Full of Evidence From Saipov's Home in New Jersey.

Investigators could be seen going through Saipov and Odilova's home in the aftermath of the attack, reports NJ. com.  According to reporter Keldy Ortiz, the family lived at 168 Genessee Avenue in Paterson.

An older woman lived with the family, she has been described as either Saipov's mother or mother-in-law.

A neighbor told NJ.com that he would regularly see Saipov and Odilova together with their children in the Paterson, New Jersey, neighborhood. The neighbor said that Saipov was sociable and the families would often be in each other's houses.

While another, Slavo Petrov, 64, described Saipov to NJ.com as "unfriendly" and that he "never says good morning and never says good afternoon.".

Authorities Say Saipov Has Expressed His Pride in the Attack. Officials say that Saipov is not co-operating with authorities and that he is "proud" of his alleged act. Notes were found in Saipov's Home Depot rental truck that were written in Arabic.

One of those notes read something to the effect of, "ISIS will endure forever." Initial reports have said that Saipov appears to have been "self-radicalized" and didn't attend training from the Islamic State.

Trump Has Called for an End to the Diversity Immigrant Visa. In the immediate aftermath of the attack, Trump has called for an end to the Diversity Visa Lottery Program. Trump has long advocated for a merit-based immigration system.

During a series of tweets on the subject, Trump laid the blame for the program at the feet of New York Senator Chuck Schumer.

In addition, the president has called for a "step up" in the Department of Homeland Security's Extreme Vetting system.

The five Argentinian victims, who were on a class reunion trip from the city of Rosario, have been named as Diego Angelini, Ariel Erlij, Hernan Ferruchi, Hernan Mendoza and Alejandro Pagnucco, reports ABC News. While another member of their group, Martin Marro, was hospitalized with injuries.

Another person who was killed was Ann-Laure Decadt, 31, a Belgian mother of two children, reports the New York Daily News.

THE HISTORY of MINECRAFT PIGS! - Duration: 8:34.

We have become so used to seeing mobs in Minecraft roam our worlds, especially passive mobs.

We build farms, we breed them, we eat the food they drop for us but have you

ever really looked back and thought about when these animals made their first appearance

in the game or even any of the changes they've had over the years?

Well, I thought about that.... so today, I want to share with

you a brief history of the Minecraft pig.

I hope you enjoy.

Pigs made their first appearance in Minecraft all the way back on August 20th of 2009 in

the Classic version of Minecraft: 0.24_05.

This first version of the pig isn't quite what you'd see today.

In fact, the eyes on the pig looked a bit odd as they looked quite crossed eyed.

The eyes were closer together and pupils were on the inside

of the eye as opposed to the outside of the eye.

Unfortunately, as I was unable to get the 0.24_05 classic version of the game, I cannot

show you what the pigs looked like wondering around.

However, I'm able to show you a picture and I'm able to show what the game looked like

in the 0.24 version without any mobs wondering around.

Just an open world, all by yourself.

Not too long after, on August 31st of 2009 and the day after, September 1st, pigs were

tested in the 0.24 and 0.25 Survial Test versions of classic Minecraft.

In these versions, pigs went on to start dropping brown

mushrooms and when the player killed them, they earned 10 points, or experience.

Some time around this time the pigs texture was changed so the eyes looked a bit less

crossed.

As you can see, in the 0.30 survivaltest version, pigs drop 0, 1, or 2 brown mushrooms... and

look, well, pretty close to what we know them to look like today.

February 19th of 2010 was when Pigs, in my opinion, started to make sense.

It was on this day, in the Indev version of Minecraft that porkchops were added to the

game.

Porkchops didn't stack in your inventory but they restored 3 health when you were able

to eat one of them.

An interesting thing to note that on this day, February 19th,

2010, creepers began dropping gunpowder, spiders began dropping string, the furnace was added,

and flint and steel was able to be crafted.

It was a pretty important day in the history of Minecraft with all of those

features still being in the game today.

I mean, that was the day that zombies started dropping feathers but ya know, not everything

can stay in the game or even... uh, well, make sense.

Now that pigs make sense as they drop porkchops.

Let's fast forward a bit until their next huge game breaking change.

That's right, on June 25th of 2010, the Minecraft Infdev Seecret Friday 2 introduced saddles

into the game.

So you were able to finally ride on pigs.

The game changing feature that everyone was looking for!

The Alpha versions of Minecraft didn't add a whole lot for the pig but it did introduce

pigs into multiplayer Minecraft so that is certainly a notable event.

The beta version of Minecraft, however, added quite

a few changes to pigs that we still see today!

This includes pigs turning into zombie pigmen when they are struck by lightning

and pigs dropping cooked porkchops when they would die from being set of fire!

Those two changes came in the the 1.5 version of Minecraft beta.

In the 1.8 version of beta Minecraft, the pig finally gained it's snout.

That's right, the final change to the pig's appearance as the pig's snout began to protrude

from the face.

Also, pigs started to run away from players when they were attacked in this

version.

I figure I should let you know about that too.

So beta Minecraft had some really important changes for pigs.

We have finally made our way into the official release of Minecraft but that doesn't mean

that the pigs finished evolving with the official release.

In fact, in third pre-release for Minecraft 1.0, pigs were finally

able to breed and the baby pig was added.

I'd say that's an important feature that was added into the game.

Also, let's talk about the 12w06a snapshot for version

1.2.1 of Minecraft.

Up until this update, all monster spawners found in SMP's had a pig model inside of them

instead of whatever mob that spawned.

While this doesn't exactly relate to the pig's history of evolution, it's an interesting

little detail of the pig's importance to Minecraft.

The next major change to pigs came in the 12w25a snapshot for version 1.3.1 of Minecraft.

This update changed the drop rate of pork chops for pigs.

The drop rate was changed from 0-2 pork chops to 1-3 pork chops.

This snapshot was released on June 21st of 2012.

So from when porkchops were introduced in Februray of 2010 all the way until

June of 2012, pigs had a chance of not dropping any pork chops.

While that may seem like a miniscule change in the grand-scheme of all of the changes

to Minecraft... think about the automatic farms, the access to food,

and all of the times you may have relied on a pig for food at the start of your world.

I think that change may have been a bit more important than we actually realize.

The final major change came during the 12w36a snapshot for version 1.4.2 of Minecraft.

This version of Minecraft made pigs be able to be directed using a carrot on a stick.

Im kidding, while that is true, the major change I'm talking about is that pigs were

now no longer bred with wheat but now with carrots.

Carrots remained what pigs were bred with until Minecraft version 1.9 when

beetroot was added into Minecraft.

Now, along with carrots, pigs can be bred with beetroot and potatoes.

And that's where we are today.

Who knew that there could be so many details about a simple mob in Minecraft like a pig.

Details that actually changed the game quite a bit with

just some small updates like the changes of drop rates of pork chops.

I don't want to leave out a few details about the other versions of Minecraft though, either.

So let's quickly discuss that...

Pigs were added into pocket edition in the 0.2.0 version but weren't able to spawn naturally

until the 0.2.1 version.

Pigs were able to be bred using carrots, beetroot, and potatoes in the 0.8.0

version of pocket edition.

As for console, pigs were added in the TU1 version of Console and on October 16 of 2012,

their noses started protruding from their heads.

March 27th of 2014 had the biggest change for pigs on console when they started dropping

more porkchops in the TU14 version.

So yeah.

There ya have it.

A brief history of pigs in Minecraft.

There's a few more things here and there that could have been mentioned but I think this

was a decent history lesson with what I decided to talk about.
